18:2 and after several years ¹  went down to visit ²  Ahab in Samaria. ³  Ahab slaughtered many sheep and cattle to honor Jehoshaphat and those who came with him. ⁴  He persuaded him to join in an attack ⁵  against Ramoth Gilead.

2 Tawarikh 18:5

18:5 So the king of Israel assembled 400 prophets and asked them, “Should we attack Ramoth Gilead or not?” ⁶  They said, “Attack! God ⁷  will hand it over to the king.”

2 Tawarikh 25:13

25:13 Now the troops Amaziah had dismissed and had not allowed to fight in the battle ⁸  raided ⁹  the cities of Judah from Samaria ¹⁰  to Beth Horon. They killed ¹¹  3,000 people and carried off a large amount of plunder.

28:18 The Philistines had raided the cities of Judah in the lowlands ¹²  and the Negev. They captured and settled in Beth Shemesh, Aijalon, Gederoth, Soco and its surrounding villages, Timnah and its surrounding villages, and Gimzo and its surrounding villages.

This ambiguity may explain in part Jehoshaphat’s hesitancy and caution (vv. 7-8). He seems to doubt that the 400 are genuine prophets of the Lord.
