1:2 Solomon addressed all Israel, including those who commanded units of a thousand and a hundred, the judges, and all the leaders of all Israel who were heads of families.

2 Tawarikh 34:32

34:32 He made all who were in Jerusalem and Benjamin agree to it. ¹  The residents of Jerusalem acted in accordance with the covenant of God, the God of their ancestors.
