10:17 Kemudian Samuel mengerahkan bangsa itu ke hadapan TUHAN di Mizpa 10:18 dan ia berkata kepada orang Israel itu: "Beginilah firman TUHAN, Allah Israel: Aku telah menuntun orang Israel keluar dari Mesir dan telah melepaskan kamu dari tangan orang Mesir dan dari tangan segala kerajaan yang menindas kamu. 10:19 Tetapi sekarang kamu menolak Allahmu yang menyelamatkan kamu dari segala malapetaka dan kesusahanmu, dengan berkata: Tidak, angkatlah seorang raja atas kami. Maka sebab itu, berdirilah kamu di hadapan TUHAN, menurut sukumu dan menurut kaummu." 10:20 Lalu Samuel menyuruh segala suku Israel tampil ke muka, maka didapati suku Benyamin. 10:21 Sesudah itu disuruhnyalah suku Benyamin tampil ke muka menurut kaum keluarganya, maka didapati kaum keluarga Matri. Akhirnya disuruhnyalah kaum keluarga Matri tampil ke muka seorang demi seorang, maka didapati Saul bin Kish. Tetapi ketika ia dicari, ia tidak diketemukan. 10:22 Sebab itu ditanyakan pulalah kepada TUHAN: "Apa orang itu juga datang ke mari?" TUHAN menjawab: "Sesungguhnya ia bersembunyi di antara barang-barang." 10:23 Berlarilah orang ke sana dan mengambilnya dari sana, dan ketika ia berdiri di tengah-tengah orang-orang sebangsanya, ternyata ia dari bahu ke atas lebih tinggi dari pada setiap orang sebangsanya. 10:24 Dan Samuel berkata kepada seluruh bangsa itu: "Kamu lihatkah orang yang dipilih TUHAN itu? Sebab tidak ada seorangpun yang sama seperti dia di antara seluruh bangsa itu." Lalu bersoraklah seluruh bangsa itu, demikian: "Hidup raja!"

Kisah tentang terbentuknya pemerintahan berupa kerajaan di Israel ini memberitakan sebuah kejadian yang memutuskan perjanjian di Silo sudah hancur dan persatuan bangsa terancam oleh karena tekanan dari pihak orang Filistin semakin menghebat. Dengan mengulang tawaran yang pernah disampaikan kepada Gideon, Hak 8:22 dst, dan percobaan yang diadakan Abimelekh, Hak 9:1 dst, sebagian dari bangsa Israel menurut seorang raja "seperti ada pada bangsa-bangsa lain", padahal sebagian lainnya menentang usul itu karena berpendapat bahwa Tuhan sendiri, satu-satunya Penguasa di Israel, akan membangkitkan pemimpin-pemimpin manakala diperlukan, seperti dahulu diperbuatNya pada zaman para hakim. Tetapi kurang tepat kiranya berkata tentang "Kisah yang berhaluan anti-monarki" (dari kalangan mereka yang melawan lembaga kerajaan), (bab 1Sa 8; 10:17-24; 12)dan tentang "Kisah yang berhaluan monarki" (dari kalangan pendukung lembaga kerajaan), 1Sa 9:1-10:16:11. Memang ada dua macam tradisi yang berasal dari dua tempat kudus. Tetapi kedua tradisi itu sehaluan mengenai peranan kenegaraan dan keagamaan Samuel. Adapun jasa Samuel yang terbesar adalah: Ia memenangkan suatu lembaga kerajaan yang mempertahankan hak-hak Allah atas bangsa Israel. Cita-cita itu tercapai dalam pemerintahan Daud, setelah usaha Saul mengalami kegagalan. Kepercayaan Daud yang luhur berhasil mempersatukan segikeagamaan dan segi keduniaan yang ada pada lembaga kerajaan di Israel. Sebagai negara Daud tidak melalaikan kewajibannya sebagai orang yang diurapi Tuhan. Selanjutnya cita-cita itu tidak lagi tercapai oleh para pengganti Daud dalam jabatan raja. Maka Daudlah yang tetap lambang raja di masa mendatang, ialah "Orang yang diurapi oleh Tuhan", Mesias. Melalui Dialah Allah mengerjakan keselamatan umatNya.
