Kurang jelas apa yang dimaksudkan dengan gelar yang diterjemahkan dengan "bendahara negara", 1Ra 4:3. Rupanya Yosafat itu semacam pejabat "hubungan masyarakat" yang berlaku sebagai perantara antara raja dan rakyat. "Kepala istana", 1Ra 4:6, adalah semacam "wazir" atau "perdana menteri"; "sahabat raja", 1Ra 4:5, bukannya sebuah tugas tertentu, tetapi lebih-lebih gelar kehormatan: imam, 1Ra 4:2, ialah kepala para petugas ibadat dan dia dianggap sebagai pejabat negara sama seperti yang lain-lain.
