Jang pertama (Rat 2:1-10) meratapi kebinasaan negeri Juda (Rat 2:1-5) dan chususnja Jerusjalem serta golongan masjarakatnja masing² (Rat 2:6-10). Lalu dalam bagian kedua (Rat 2:11-12) si penjair meratapi nasib anak² di Jerusjalem. Dalam bagian ketiga (Rat 2:13-22) si pengarang berbitjara kepada Jerusjalem tentang nabi² palsu. Kebalikan daripada jang didjandjikan mereka terdjadi, menurut apa jang disabdakan Jahwe dengan perantaraan nabi² jang sedjati (Rat 2:12-17). Makanja perlulah Jerusjalem berbalik kepada Jahwe dengan ratapan (Rat 2:18-19). Lalu Jerusjalem mulai berdoa (Rat 2:20-22).
