Bagian Ulangan ini memuat "Kitab Hukum Ulangan", Ia merupakan sebuah kumpulan tak keruan pelbagai hukum yang asal usulnya berbeda-beda. Sejumlah hukum ini agaknya berasal dari kerajaan utara (Israel) dan sesudah direbutnya Samaria dalam th 721 seb Mas diresmikan dalam kerajaan selatan (Yehuda). Kitab Hukum Ulangan ini memperhatikan perkembangan yang sudah ditempuh bangsa Israel di bidang hidup kemasyarakatan dan keagamaan. Ia dimaksudkan sebagai pengganti Kitab Perjanjian. Pada pokoknya bagian Ulangan ini sama dengan kitab hukum Taurat yang ditemukan dalam bait Allah di masa pemerintahan raja Yosia, 2Ra 22:8 dst.

Ini hukum levirat (dari kata latin: levir, ialah ipar; Ibraninya: yabam) atau "kawin mengganti tikar". Janda seseorang yang meninggal tanpa mendapat anak laki-laki harus diperistri oleh iparnya. Anak laki-laki pertama yang lahir dari perkawinan itu dianggap anak dari orang (saudara) yang sudah meninggal dan ia mendapat bagiannya dari warisan orang yang sudah meninggal itu. Hukum itu juga terdapat pada orang Asyur dan orang Het. Maksud hukum itu ialah menjamin lanjutan keturunan dan kemantapan harta milik keluarga. Segi pertama ditonjolkan dalam ceritera tentang Tamar, Kej 38, dan segi kedua tampil dalam kisah mengenai Rut, Rut 4. Dalam kisah ini kewajiban dan hak ipar dipindahkan kepada si "penebus" (go'el) bdk Bil 35:19+. Ulangan membataskan kewajiban itu begitu rupa sehingga hanya mengenai orang bersaudara yang hidup bersama dan Ulangan juga menerima saja bahwa orang meluputkan diri dari kewajiban itu. Dalam agama Yahudi selanjutnya hukum levirat terus dipertahankan, meskipun ditentang sementara orang. Orang Saduki memakai hukum itu untuk menentang kepercayaan akan kebangkitan orang mati, bdk Mat 22:23 dst.

Upacara menolak kewajiban (pencopotan kasut) disertai isyarat menghina (meludah) dan orang yang bersangkutan dinyatakan kehilangan nama baiknya. Tidak jelas manakah menurut hukum akibat tindakan itu. Tetapi kemungkinan perempuan (janda) yang tidak mau diperisteri, tetap memiliki harta milik suaminya yang sudah meninggal. Upacara yang digambarkan di sini tidak mempunyai arti sama dengan yang terdapat dalam Rut 4:8.
