20:1 Berfirmanlah TUHAN kepada Yosua, demikian: 20:2 "Katakanlah kepada orang Israel, begini: Tentukanlah bagimu kota-kota perlindungan, yang telah Kusebutkan kepadamu dengan perantaraan Musa, 20:3 supaya siapa yang membunuh seseorang dengan tidak sengaja, dengan tidak ada niat lebih dahulu, dapat melarikan diri ke sana, sehingga kota-kota itu menjadi tempat perlindungan bagimu terhadap penuntut tebusan darah. 20:4 Apabila ia melarikan diri ke salah satu kota tadi, maka haruslah ia tinggal berdiri di depan pintu gerbang kota dan memberitahukan perkaranya kepada para tua-tua kota. Mereka harus menerima dia dalam kota itu dan memberikan tempat kepadanya, dan ia akan diam pada mereka. 20:5 Apabila penuntut tebusan darah itu mengejar dia, pembunuh itu tidak akan diserahkan mereka ke dalam tangannya, sebab ia telah membunuh sesamanya manusia dengan tidak ada niat lebih dahulu, dan dengan tidak menaruh benci kepadanya lebih dahulu.

Kedua bab ini merupakan pelengkap pada pembagian Tanah Suci. Bab 20 adalah pengetrapan hukum mengenai kota-kota perlindungan, Kel 21:13+. Jumlah enam kota perlindungan tanpa disebutkan namanya tercantum dalam Bil 35:9 dst. Ula 4:41-43 menyebut nama tiga kota perlindungan di daerah seberang sungai Yordan. Ula 19:1 dst menetapkan bahwa tiga kota lagi harus dipilih setelah negeri Kanaan diduduki. Dan justru itulah yang terjadi dalam Yos 20 yang menyebut nama enam kota perlindungan. Pada kenyataannya kota-kota perlindungan baru ditetapkan di zaman pemerintahan Salomo. Beberapa bagian, dalam Yos 20:3,4-6,6 tidak terdapat dalam terjemahan Yunani dan diambil dari Ula 19 dan Bil 35.
