Israel telah mengikat perjanjian dengan Allah, serta berjanji untuk menaati Dia sebagai Tuhan dan Allah mereka. Sebagai balasan Ia akan menjadi Allah mereka dan memberikan hak milik atas tanah Kanaan serta perlindungan yang mereka butuhkan

(lihat art. PERJANJIAN ALLAH DENGAN BANGSA ISRAEL).

Tetapi umat itu bersikeras dalam ketidaktaatan dan berpaling kepada dewa-dewa lain; jadi kutukan-kutukan perjanjian karena ketidaktaatan kini berlaku (bd. pasal Ul 28:1-68).

Pada th 622 raja Yosia melancarkannya suatu pembaharuan agama, 2Ra 22:3-23:27. Dalam usahanya itu raja mendapat dukungan dari pihak kalangan para imam dan para nabi. Rupanya nabi Yeremiapun giat mendukung usaha raja. Dalam bagian kitab Yeremia ini terpelihara kenangan akan kegiatan nabi Yeremia itu. Nas ini memang memakai banyak ungkapan yang menjadi milik khas kitab Ulangan. Kitab ini - setidak-tidaknya bagian inti -- menjadi landasan pembaharuan agama tsb setelah kitab itu ditemukan, 2Ra 22:8. Bagian inti nas ini, yaitu Yer 11:6,8,9-12, agaknya langsung berasal dari nabi Yeremia sendiri. Bagian-bagian lain di kemudian hari barulah ditambahkan.
