21:1 Raja negeri Arad, orang Kanaan yang tinggal di Tanah Negeb, mendengar, bahwa Israel datang dari jalan Atarim, lalu ia berperang melawan Israel, dan diangkutnya beberapa orang tawanan dari pada mereka. 21:2 Maka bernazarlah orang Israel kepada TUHAN, katanya: "Jika Engkau serahkan bangsa ini sama sekali ke dalam tangan kami, kami akan menumpas kota-kota mereka sampai binasa." 21:3 TUHAN mendengarkan permintaan orang Israel, lalu menyerahkan orang Kanaan itu; kemudian orang-orang itu dan kota-kotanya ditumpas sampai binasa. Itulah sebabnya tempat itu dinamai Horma.

21:4 Setelah mereka berangkat dari gunung Hor, berjalan ke arah Laut Teberau untuk mengelilingi tanah Edom, maka bangsa itu tidak dapat lagi menahan hati di tengah jalan. 21:5 Lalu mereka berkata-kata melawan Allah dan Musa: "Mengapa kamu memimpin kami keluar dari Mesir? Supaya kami mati di padang gurun ini? Sebab di sini tidak ada roti dan tidak ada air, dan akan makanan hambar ini kami telah muak." 21:6 Lalu TUHAN menyuruh ular-ular tedung ke antara bangsa itu, yang memagut mereka, sehingga banyak dari orang Israel yang mati.

Melalui Israel, Allah menumpas habis orang-orang Kanaan di Negev. Kebinasaan total merupakan tindakan-Nya yang adil atas mereka yang tidak jemu-jemunya berbuat dosa, ketunasusilaan, kekerasan, dan ketidakbenaran. Sebagai Tuhan atas sejarah, Allah berhak untuk menentukan saat yang terbaik untuk membinasakan orang fasik supaya dapat melaksanakan maksud-Nya menebus umat manusia. Dalam PL Allah sering memakai Israel untuk melaksanakan maksud-Nya ini. Di bawah perjanjian yang baru Ia tidak lagi memakai orang percaya untuk membinasakan orang fasik. Akan tetapi, pada akhir zaman ini, Allah sendiri sekali lagi akan menjatuhkan hukuman atas semua orang yang menolak Kristus dan jalan keselamatan-Nya (pasal Wahy 6:1-19:21).
